Lynn Ross
Lynn C. Ross is a teaching professor in the McCourt School of Public Policy where she is also the faculty director of the Master of Policy Management Program (MPM). In 2014, she received the McCourt School’s Leslie Whittington Award for excellence in teaching. Before returning to academe, Dr. Ross worked for the U.S. Federal Government for almost 15 years. She started her federal career as a Presidential Management Fellow with the U.S. Office of Personnel Management, and later served in the Executive Office of the President, Office of Management and Budget (OMB) from 1994–2001, where she graduated from the Senior Executive Service Candidate Development Program.
Dr. Ross holds a Bachelor of Arts degree from Binghamton University–State University of New York, a master’s degree in public administration from the Maxwell School of Citizenship and Public Affairs at Syracuse University, and a Ph.D. in American government from Georgetown University. Her academic interests focus on the executive branch, the presidency, presidential electoral politics, and budgetary politics
