Mr. Shirley is a seasoned international educator who has a dual role at CIED.  He is responsible for leading CIED’s Washington, DC-based programs (MEPI Student Leaders and Gateway to Georgetown) and for bringing new projects and partners to the Center.  His leadership in project design and management has allowed the Center to create and implement a diverse portfolio of academic trainings and exchanges.   His communication and proposal development skills have allowed the Center to expand its network of partners and win proposal competitions.

Mr. Shirley is passionate about international education.  He joined CIED in 1990 as a Coordinator working with Latin American programs.  Upon completing his graduate degree, he became a Program Director within CIED’s Latin American portfolio.  For the last decade, his areas of focus have been exchange programs with the Arab world, short-term executive education, program assessment, and proposal writing and development.

Mr. Shirley is originally from Orono, Maine and his interest in international education began early.  He completed an AFS gap year in Quito, Ecuador and summer language training in Trier, Germany while at Georgetown.  He holds a B.S. Degree in Linguistics and an MBA from Georgetown University.  He has a certificate from the Academy for International Education (NAFSA) and is a Certified Research Administrator (CRA).

Gateway to Georgetown programs are tailored academic training and exchanges for participants from around the world. These programs bring groups of business executives, government officials, and students to Georgetown University for intensive academic instruction, professional networking, and cultural exposure to the United States.

The MEPI Student Leaders Program is a U.S. Department of State sponsored exchange program for undergraduate student leaders from the Middle East and North Africa.
